1. Bans Devices That Turn Semi-Automatic Guns Into Machineguns
The BUMP Act makes it illegal to import, sell, make, or possess any device that increases a gun’s rate of fire to mimic a machinegun.
This includes bump stocks, switches (auto-sears), triggers, and electronic devices designed to make a gun fire rapidly.
2. Stops Illegal Modifications
The bill prohibits any modification to a semi-automatic firearm that allows it to fire like a machinegun or dramatically speeds up its rate of fire.
3. Requires Registration of Previously Modified Guns
If someone already owns a semi-automatic firearm that was illegally modified before this law takes effect, they must register it with ATF within 120 days, similar to how machineguns are regulated today.
4. Allows No New Sales After 120 Days
After the 120-day grace period, new possession, sale, or transfer of these devices or modified firearms becomes illegal for civilians.

The law excludes use or possession by:
Federal agencies
